Intent 1:
To exempt combustible materials from the application
of Clause 6.2.12.4.(1)(a) and permit their usage if:
- noncombustible materials cannot be used because of their
incompatibility, deterioration or dangerous reaction with the dangerous
goods, and
- combustible materials [limited combustibility] will
not contribute significantly to the spread of fire.
