To exempt certain closures from the application of Sentences 3.1.8.14.(1) and 3.1.8.15.(1)--and from the application of Article 3.1.8.16.--if certain conditions are met, on the basis that the conditions provide an equivalent level of protection against radiation exposure, and there is no undue hazard created.
