To expand the application of Section 9.8.

Intent 2:

To supersede Sentence 3.3.1.14.(1), which would otherwise require stairs, ramps, landings, handrails and guards within a dwelling unit to conform to Section 3.4. more specifically Articles 3.4.6.1. to 3.4.6.9.
