Intent 1:

To limit the probability that persons will not be familiar with the maximum number of persons permitted in a room, which could lead to:

• overcrowding, or
• insufficient capacity of the means of egress.

This is to limit the probability of delays in evacuation or movement to a safe place in an emergency, which could lead to harm to persons.
