Intent 1:
To exempt certain industrial facilities and operations
from the application of Part 4 because of:
- extraordinary and unique conditions, and
- the use of alternative measures that provide a level
of safety equivalent to the level of safety prescribed in Part 4,
as discussed in Appendix Note A-4.1.1.1.(2).
