Intent 1:

To classify combustible liquids for the purposes of Part 4 and to make such classifications consistent with NFPA 30.

Intent 2:

To limit the application of the NFC to Class I to IIIA liquids, therefore excluding Class IIIB liquids [having a flash point equal to or greater than 93.3°C] that are otherwise covered in NFPA 30.
