Intent 1:

To limit the probability that a large quantity of liquid will lead to an excessive fire load, which could lead to the spread of a fire involving flammable liquids, combustible liquids or unstable liquids beyond the point of fire origin, which could lead to harm to persons.

Intent 2:

To override the permission in Sentence 4.2.10.3.(1) to have 3 such cabinets per fire compartment.
