Intent 1:

To limit the probability that a large quantity of liquid will lead to an excessive fire load, which could lead to the spread of a fire involving flammable liquids, combustible liquids or unstable liquids beyond the point of fire origin, which could lead to damage to the building.

Intent 2:

To remove attached garages or sheds from the application of the quantity limits in Article 4.2.4.2.
