To override the quantity limits calculated in Sentences 4.2.5.2.(2) to (4) and permit more liquids in a mercantile building if the liquids are stored in a manner that will limit the probability of their involvement in a fire.
This is to limit the probability of the spread of fire, which could lead to damage to the building.
