Intent 1:

To limit the probability that emergency responders will not be able to [manually] start, or will be delayed in [manually] starting, an emergency power system and to switch on essential loads when there is a failure of the system to start automatically in a fire situation, which could lead to the inability of the emergency power systems to supply fire protection systems, which could lead to the inability of:

• sprinkler, standpipe and hose systems, and other fire suppression systems [that rely on booster or fire pumps, or electrical power] to control or suppress a fire, which could lead to the spread of fire, and
• smoke management systems to control smoke conditions as originally intended, which could lead to the migration of smoke from one floor area or fire compartment to other parts of the building.

This is to limit the probability of damage to the building.

Intent 2:

To supersede the requirements of Sentence 6.5.1.1.(1).
