Intent 1:

To limit the probability that windows and panels for venting will not be readily openable without the use of keys in a fire situation, which could lead to delays in venting of floor areas, which could lead to the buildup of smoke on floor areas, which could lead to:

• delays or inefficiencies in emergency suppression operations, which could lead to the spread of fire, which could lead to damage to the building, and
• damage to the building.
