Intent 1:

To supersede the flammability classification established in Sentence 4.1.2.3.(1) if used lubricating oil drained from motor vehicles is mixed with Class I or II liquids, because of the increased fire hazard created by the addition--to used oil--of liquids that are more flammable.

Intent 2:

To clarify that the resulting mixture may be tested in conformance with Subsection 4.1.3., or alternatively, classified as a Class 1C liquid if Class I liquids are added or as a Class II liquid if only Class II liquids are added, so as to be able to determine the flash point of the mixture and classify it as required in Article 4.1.2.1.
