Intent 1:

To limit the probability that sources of ignition will ignite vapour, which could lead to damage to the building or facility.

Intent 2:

To limit the probability that vapours will accumulate in sufficient quantity to form an ignitable mixture, which could lead to the ignition of the vapour from a nearby ignition source, which could lead to damage to the building or facility.
