Intent 1:

To waive the requirement for applying an absorbent material if it is in conflict with other duties carried out by attendants, e.g. stopping the flow of liquid [which would have priority], as required in Article 4.6.8.5.

Intent 2:

To clarify that the duties of attendants in Article 4.6.8.5. have priority and take precedence.
