Intent 1:

To limit the probability that fire suppression operations using portable extinguishers will be delayed, or ineffective in controlling or suppressing a fire, which could lead to the spread of fire, which could lead to harm to persons.

Intent 2:

To override general provisions for the location and rating of portable extinguishers in Article 2.1.5.1. and Sentence 6.2.1.1.(1).
