Penetration by openings not protected by closures of exterior walls of basements used primarily as storage garages that are required to be fire separations with fire-resistance ratings in accordance with Sentence 3.2.1.2.(1), where:
This applies to basements permitted to be considered as a separate building in Sentence 3.2.1.2.(1), in buildings described in Sentence 1.3.3.2.(1) of Division A.

Intent
Intent 1: 
To exempt openings in certain rated fire separations from the application of Sentence 3.2.1.2.(1), which would otherwise require rated closures, if certain measures are taken.
These measures are to limit the probability of the spread of fire from the garage to the upper portions of the building during the time required to achieve occupant safety and for emergency responders to perform their duties, which could lead to harm to persons in the upper portions of the building, including emergency responders.
