Intent
Intent 1: 
To limit the probability that persons will not be familiar with the release hardware of doors in an access to exit, or will not have the proper opening device [e.g. keys], which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
Intent 2: 
To state the application of Sentence 3.3.1.13.(6) and, by reference, of Sentences 3.3.1.13.(7) and (8).
