Application
Application 1: 
Open book shelves above and below a mezzanine floor in a library building, where the height of the shelves is:
  • not more than 2.1 m, and
  • not more than 75% of the floor-to-ceiling height of the space above or below the mezzanine floor assembly.
This applies to assembly occupancies in buildings described in Sentence 1.3.3.2.(1) of Division A.
Application 2: 
This also applies to:
  • tents and air-supported structures, as stated in Sentences 3.1.6.1.(1) and 9.10.1.2.(1), and
  • buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], as stated in Sentence 9.10.1.2.(2).

Intent
Intent 1: 
To exempt open library shelves installed above or below a mezzanine from the height restrictions in Clause 3.2.1.1.(3)(b) on the basis that the open shelving will allow persons in the mezzanine area to observe problems in the rest of the floor area and take appropriate action to reduce delays in an emergency evacuation.
