Intent | Intent 1: To supersede the requirements of Article 3.4.6.7.,
and permit a different stair design and step dimension, on the basis that
fire escapes are not frequently used, and certain conditions are met with
respect to the stair design and step dimensions. This
is to limit the probability of delays in the evacuation or movement of persons
to a safe place in an emergency situation, which could lead to harm to persons.
