This applies to all buildings, as stated in Sentence 7.1.3.1.(1).
Exceptions: 
except as exempted in Sentence 7.1.3.2.(1), which applies to dwelling units.

Intent 1: 
To limit the probability that overflow water from a blocked or obstructed urinal will not be drained and will accumulate on the floor, which could lead to persons using the room coming into contact with contaminated water, which could lead to unsanitary conditions, which could lead to harm to persons.
