Application
Application 1: 
Fire stopping of piping, tubing, ducts, chimneys, optical fibre cables, electrical wires and cables, totally enclosed noncombustible raceways, electrical outlet boxes and other similar building services that penetrate fire separations, in buildings described in Sentence 1.3.3.2.(1) of Division A.
Exceptions: 
except as stated in:
  • Sentence 3.1.9.1.(2), which applies to the sealing of penetrations at firewalls or horizontal fire separations that are required to have a fire-resistance rating in conformance with Article 3.2.1.2., and
  • Sentence 3.1.9.4.(2), which applies to combustible water distribution piping of a certain size [and eliminates the option of using Clause 3.1.9.1.(1)(a)].
Application 2: 
Clause 3.1.9.1.(1)(b) also applies to certain combustible water distribution piping that penetrates a vertical fire separation, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], as stated in Sentence 9.10.9.6.(7).

Intent
Intent 1: 
To limit the probability that openings in fire separations--made by various types of service equipment penetration--will not be sealed or cast in place, which could lead to a failure of the integrity of the fire separations, which could lead to the spread of fire and smoke from one fire compartment to another fire compartment, which could lead to harm to persons in the other fire compartment.
Intent 2: 
To limit the probability that fire will spread into the fire-rated assembly through the protecting membrane, which could lead to the premature collapse or failure of the assembly, which could lead to harm to persons.
