Intent
Intent 1: 
To limit the probability that persons located in certain selected zones will not be properly instructed in a fire situation, which could lead to inappropriate actions being taken by such persons, which could lead to delays in evacuation or moving to a safe place, which could lead to harm to persons.
Intent 2: 
To limit the probability that the alert and alarm signals will not continue to function in zones not receiving voice messages during a fire emergency, which could lead to delays in evacuation or moving to a safe place, which could lead to harm to persons.
