Intent | Intent 1: To limit the probability that the storage, handling and
use of hazardous substances will not be adequately controlled, which could
lead to a fire or the spread of fire, which could lead to harm to persons,
including emergency responders. Intent 2: To state that the requirements of Subsection 3.3.5. take
precedence over other requirements in Section 3.3.
