Intent
Intent 1: 
To limit the probability that an inadequate aid to balance or an inadequate means of arresting falls will lead to a person falling, which could lead to harm to persons.
Intent 2: 
To limit the probability that an inadequate aid to balance or an inadequate means of arresting falls will lead to the inefficient movement of persons in an emergency situation, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
