Faucets for lavatories.
This applies to all buildings, as stated in Sentence 7.1.3.1.(1), including service buildings, as stated in Sentence 3.7.2.4.(3).
Exceptions: 
except as exempted in:
  • Sentence 3.7.2.3.(2), which applies where wash fountains in circular form are provided, and
  • Sentence 7.1.3.2.(1), which applies to dwelling units.

To limit the probability that a person will not be able to wash their hands after using the washroom facilities without the assistance of another person, which could lead to unsanitary conditions, which could lead to harm to persons.
