Application
Application 1: 
Barrier-free water closet in entrance storeys, in buildings where a water closet is required in accordance with Subsection 3.7.2.
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A.
Exceptions: 
except:
  • where a barrier-free path of travel is provided to a barrier-free water closet elsewhere in the building,
  • when the water closets required by Subsection 3.7.2. are for dwelling units only,
  • as stated in Clauses 3.8.2.3.(2)(a) and (c), which apply to suites of residential occupancy and to suites used for a Group D, E or F occupancy that are limited in area and separated from the remainder of the building, and
  • as stated in Sentence 3.8.1.1.(1), which applies to:
    • houses, including semi-detached houses, duplexes, triplexes, townhouses, row houses, and boarding houses,
    • buildings of Group F, Division 1 major occupancy, and
    • buildings that are not intended to be occupied on a daily or full-time basis, including automatic telephone exchanges, pumphouses and substations.
Application 2: 
This also applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], as stated in Sentence 9.5.2.1.(1).
Exceptions: 
except as stated in Article 9.5.2.3., which applies to apartment buildings.

Intent
Intent 1: 
To limit the probability that a person using a manual wheelchair or other manual mobility assistance device will not be able to access a water closet, which could lead to an inability to use a water closet, which could lead to unsanitary conditions, which could lead to harm to persons.
