Application
Application 1: 
Specified horizontal loads for the design of walls in buildings, including walls around a shaft, where the floor elevation on one side of a wall is more than 600 mm higher than the elevation of the floor or ground on the other side.
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.
Application 2: 
This also applies to certain windows in stairways, as stated in Clause 3.4.6.5.(6)(b).

Intent
Intent 1: 
To limit the probability that the horizontal load for the design of a wall acting as a guard will not take into account the maximum expected horizontal forces exerted by persons based on the use and occupancy of the guarded area, which could lead to structural failure, which could lead to harm to persons.
