Control of surface water, all groundwater, perched groundwater and in particular artesian groundwater.
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A] that are required to be designed to the requirements of Part 4.

Intent 1: 
To limit the probability that pressure due to groundwater around excavations will lead to the instability of an excavation or to ground heaving, which could lead to the collapse of ground, which could lead to harm to persons.
