Application
Application 1: 
Materials and components, within the application of the standards listed, in the context of providing the required resistance to moisture transfer from the ground into or through building assemblies, and through interfaces between assemblies, that separate interior space from the ground, in buildings to which Part 5 applies [see Sentence 1.3.3.2.(1) of Division A for application of Part 5].
Exceptions: 
except as stated in:
  • Sentence 5.8.2.1.(2), which applies where a lack of resistance to moisture transfer from the ground will not adversely affect health, safety, the intended use of the building or the operation of building services, and
  • Sentence 5.8.2.2.(7), which applies to assemblies that:
    • are constructed of cast-in-place concrete,
    • have a drainage layer installed between the assembly and the soil to reduce moisture loading, and
    • are not exposed to hydrostatic pressure.

Intent
Intent 1: 
To limit the probability that the performance of the installed material, with respect to resistance to moisture transfer, will fall significantly below what is needed to control moisture ingress from the ground, which could lead to deterioration, which could lead to compromised structural integrity of the separators or of elements supported or protected by the separators.
This is to limit the probability of structural failure, which could lead to harm to persons.
