Application 1: 
Accommodation for the expansion or contraction of pipes used in heating or air-conditioning systems, in buildings described in Sentence 1.3.3.2.(1) of Division A.
Application 2: 
This also applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], with respect to the design and installation of heating and air-conditioning systems, other than those serving individual dwelling units, as stated in Sentence 9.33.1.1.(2).

Intent
Intent 1: 
To limit the probability that an inadequate allowance for the expansion and contraction of pipes due to temperature changes under service conditions will lead to stress in pipes, which could lead to pipe or equipment failure, which could lead to the entry of refrigerant gases into occupied space, which could lead to negative effects on the air quality of indoor spaces.
This is to limit the probability of harm to persons.
