ObjectiveOS5 Safety at Construction and Demolition Sites
Attribution
Application
Application 1:
Protection of the public [with respect to the closure of streets or other public ways] from operations such as the hoisting of major components onto tall buildings or other overhead activities where:
  • such operations constitute a hazard to pedestrians below, and
  • the public cannot be protected by barricades, covered ways or similar means.
This applies at sites where buildings are undergoing construction, alteration or demolition, including any incomplete or abandoned buildings.

Intent
Intent 1:
To supersede the requirements of Sentence 8.2.3.1.(1), which would otherwise require provisions for safe passage, if certain measures are taken [closure of the street or public way]. This is to limit the probability that passing pedestrians will be negatively affected by the site operations [e.g. run into materials or equipment, or be hit by moving equipment], which could lead to harm to persons.
