Intent | Intent 1: To limit the probability that workers will not be readily
seen by motorists, which could lead to the inability of motorists to recognize
directions given by workers. This is to limit the probability
that passing vehicles will be negatively affected by the site operations [e.g.
run into materials or equipment, or be hit by moving equipment], which could
lead to harm to persons.
