Application
Application 1: 
Maximum number of exits from floor areas above or below the first storey permitted to lead through a lobby, where [see Sentences 9.9.8.5.(2) to (4)]:
  • the lobby is not more than 4.5 m above grade,
  • the path of travel through the lobby to the outdoors does not exceed 15 m, and
  • the lobby conforms to the requirements for exits.
This applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Application 2: 
This also applies to certain mezzanines, as stated in Sentence 9.9.8.6.(1).
Exceptions: 
except:
  • for rooms other than service rooms, storage rooms and rooms of residential or industrial occupancy, which are permitted to open directly onto the lobby, as stated in Sentence 9.9.8.5.(3), and
  • as stated in Sentence 9.9.8.5.(4), which applies where the lobby and adjacent occupancies that are permitted to open into the lobby are sprinklered.

Intent
Intent 1: 
To limit the probability that a fire that has spread into a lobby from an adjacent floor area will lead to untenable conditions in the exit, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
Intent 2: 
To supersede the requirements of Sentence 9.9.4.2.(1), which would otherwise require the exit to be separated from adjacent floor areas by a fire separation having a minimum fire-resistance rating.
