Application
Application 1: 
Conformance of lobbies referred to in Sentence (1) to the requirements for exits, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Application 2: 
This also applies to certain mezzanines, as stated in Sentence 9.9.8.6.(1).
Exceptions: 
except that rooms other than service rooms, storage rooms and rooms of residential or industrial occupancy are permitted to open directly onto the lobby.

Intent
Intent 1: 
To limit the probability that a fire will spread into the lobby from an adjacent occupancy, which could lead to untenable conditions in the exit, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
Intent 2: 
To permit certain types of rooms having a low fire hazard to open onto exit lobbies.
