Application 1: 
Maximum number of storeys to travel to reach a level served by:
  • an egress door to a public corridor, enclosed exit stair or exterior passageway, or
  • an exit doorway not more than 1.5 m above adjacent ground level.
This applies to dwelling units containing more than 1 storey, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Exceptions: 
except as stated in:
  • Sentence 9.9.9.1.(2), which applies to dwelling units that are served by openable windows, and
  • Sentence 9.9.9.1.(3), which applies to dwelling units where the floor level has direct access to a balcony.

Intent
Intent 1: 
To limit the probability of excessive travel distances to reach a level served by an egress door or exit doorway in an emergency situation, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
Intent 2: 
To supersede the requirements of Sentences 9.9.8.2.(1) and (2), which would otherwise impose other travel distance or exit limitations.
