Application 1: 
Construction of party walls on property lines between dwelling units, where the walls are constructed as fire separations having not less than a 1 h fire-resistance rating.
This applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are of residential occupancy and in which there is no dwelling unit above another dwelling unit.

Intent
Intent 1: 
To supersede the requirements of Sentence 9.10.11.1.(1), which would otherwise require the party wall to be a firewall, if a certain measure is taken [i.e. the party wall is constructed as a fire separation having not less than a 1 h fire-resistance rating], on the basis that this is restricted to buildings that are limited in height in which evacuation can be expected to be relatively quick.
This [the measure] is to limit the probability that fire will spread from one dwelling unit to another, which could lead to harm to persons in the dwelling unit not originally involved in the fire.
