Application
Application 1: 
Minimum depth below finished ground level, of foundations of buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Exceptions: 
except as stated in:
  • Sentence 9.12.2.2.(4), which applies to concrete steps with 1 and 2 risers,
  • Sentence 9.12.2.2.(5), which applies to foundations that are
    • in locations where experience with local soil conditions shows that lesser depths are satisfactory, or
    • designed for lesser depths, and
  • Sentence 9.12.2.2.(6), which applies to foundations that support buildings of other than masonry or masonry veneer construction:
    • whose superstructure conforms with the requirements of the deformation resistance test in CAN/CSA-Z240.2.1, “Structural Requirements for Mobile Homes,” or
    • that are used as accessory buildings and are not more than 1 storey in building height and not more than 55 m2 in building area.

Intent
Intent 1: 
To limit the probability of:
  • ice lens formation beneath the foundations of regularly occupied buildings, which could lead to the displacement of foundation elements, or
  • the displacement of relatively massive concrete steps due to frost.
This is to limit the probability that foundations will crack, which could lead to compromised structural integrity of elements supported by foundations, which could lead to:
  • an inability to support vertical building loads or lateral earth loads, or
  • for environmental separators or elements supporting an environmental separator, the displacement or failure of required environmental separation elements, which could lead to the deterioration of building elements.
This is to limit the probability of harm to persons.
