Intent
Intent 1: 
To limit the probability of inadequate clearance, which could lead to water ingress from rain runoff and melting snow at the junction of the top of foundation walls and the superstructure of the building, which could lead to the ingress of moisture from the surface or the ground, which could lead to deterioration, which could lead to compromised integrity of elements supported or protected by foundations, which could lead to damage to the building.
