Application 1: 
Control for lighting outlets nearest the stairs, in basements of buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Application 2: 
This also applies to buildings of residential occupancy to which Part 3 applies [see Sentence 1.3.3.2.(1) of Division A for application of Part 3], as stated in Sentence 3.2.7.1.(3).

To limit the probability of occupants being required to enter an inadequately lit basement in order to turn on a lighting fixture, which could lead to persons being unable to see obstructions, which could lead to persons tripping or falling, which could lead to harm to persons.
