Specified horizontal concentrated load for the design of individual elements within guards, including solid panels and pickets.

This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.

This also applies to certain windows in stairways, as stated in Clause 3.4.6.5.(6)(b).

This also applies, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], to:

• windows in exit stairways that extend to less than 1 070 mm above the landing, as stated in Clause 9.7.5.3.(1)(b), and
• windows in public areas that extend to less than 1 m from the floor and are located above the second storey in buildings of residential occupancy, as stated in Clause 9.7.5.4.(1)(b).

To limit the probability that the horizontal concentrated load for the design of individual elements within the guard, including solid panels and pickets, will not take into account the maximum expected force exerted by a person over a reasonable contact area, which could lead to the structural failure or displacement of the element, which could lead to harm to persons.
