Application
Application 1: 
Equation for the calculation of the design base shear, V, based on the equivalent static force procedure for structures.
Exceptions: 
except as stated in Sentence 4.1.8.1.(1), which applies to areas where the spectral response acceleration amplified for site conditions equals the floor levels found in low seismicity regions with Site Class C (i.e. very dense soil and soft rock).
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.

Intent
Intent 1: 
To limit the probability that the design base shear for the structural analysis of the building according to the equivalent static force procedure will not take into account all the factors that affect the expected magnitude and distribution of seismic forces and displacements in the building structure, which could lead to structural failure, which could lead to harm to persons.
Intent 2: 
To limit the probability that the design base shear will include values for periods greater than 2.0 s where there is considerable uncertainty associated with those values at such long periods, which could lead to structural failure, which could lead to harm to persons.
Intent 3: 
To supersede the application of Sentence 4.1.8.11.(2) and limit the design base shear at short periods in all but the most brittle structural systems, on the basis that experience during earthquakes has demonstrated that damage to well designed short-period structures with even limited ductility is very unusual.
