Application
Application 1: 
Determination of seismic forces to be considered in the design of diaphragms and their connections, which transfer storey seismic forces into the Seismic Force Resisting System.
Exceptions: 
except as stated in Sentence 4.1.8.1.(1), which applies to areas where the spectral response acceleration amplified for site conditions equals the floor levels found in low seismicity regions with Site Class C (i.e. very dense soil and soft rock).
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.

Intent
Intent 1: 
To limit the probability that the design of a floor or roof acting as a diaphragm will not take into account the maximum expected seismic forces tributary to that storey which will be transferred through the diaphragm into the Seismic Force Resisting System, which could lead to structural failure, which could lead to harm to persons.
Intent 2: 
To limit the probability that the openings in the diaphragm or the shape of the diaphragm will not be taken into account in its design for earthquake, which could lead to stress concentrations, which could lead to structural failure, which could lead to harm to persons.
