Application 1: 
Seismic Force Resisting Systems with discontinuous columns, walls or braced frames for buildings where IEFaSa(0.2) is equal to or greater than 0.35.
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.

Intent
Intent 1: 
To limit the probability that the design of elements supporting a discontinuous column, wall or braced frame will not be based on the capacity of the discontinuous element, which could lead to yielding in the discontinuity, which could lead to a sudden brittle failure, which could lead to harm to persons.
