Application
Application 1: 
Friction due to gravity loads, with respect to the earthquake design of connections of elements and components listed in Table 4.1.8.17. to the structure.
Exceptions: 
except as stated in Sentence 4.1.8.1.(1), which applies to areas where the spectral response acceleration amplified for site conditions equals the floor levels found in low seismicity regions with Site Class C (i.e. very dense soil and soft rock).
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9] that are required to be designed in accordance with the requirements of Part 4.

Intent
Intent 1: 
To limit the probability that friction due to gravity loads will be considered to provide resistance to seismic forces, which could lead to rocking and twisting of the component about its vertical axis, which could lead to components of the building falling or sliding, which could lead to harm to persons.
