Application
Application 1: 
Interior and exterior landings for stairs or ramps, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Exceptions: 
except as stated in:
  • Sentence 9.8.6.1.(2), which applies to landings in pedestrian ramps in barrier-free paths of travel,
  • Sentence 9.8.6.2.(2), which applies to interior landings at the top of stairs within dwelling units,
  • Sentence 9.8.6.2.(3), which applies to landings at the top of some exterior stairs at secondary entrances to single dwelling units, under certain conditions,
  • Sentence 9.8.6.2.(4), which applies to landings at the bottom of some exterior stairs or ramps, under certain conditions, and,
  • Sentence 9.9.6.6.(2), which applies to exit doors where there is a danger of blockage from ice or snow.
Application 2: 
This also applies to landings for stairs or ramps within dwelling units in buildings to which Part 3 applies [see Sentence 1.3.3.2.(1) of Division A for application of Part 3], as stated in Sentence 3.3.4.7.(1).

Intent
Intent 1: 
To limit the probability of an inadequate clear surface for users to adjust their gait when entering or exiting a flight of stairs, or for users to turn to negotiate a doorway in a stairway, which could lead to:
  • persons falling, or
  • persons falling in an emergency, which could lead to delays in the evacuation or movement of persons to a safe place.
This is to limit the probability of harm to persons.
