Application
Application 1: 
Landings at the bottom of exterior stairs or ramps, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], where there is no obstruction within a prescribed distance from the stair or ramp.
Exceptions: 
except as stated in Sentence 9.8.6.1.(2), which applies to landings in pedestrian ramps in barrier-free paths of travel.

Intent
Intent 1: 
To exempt certain stairs or ramps from the application of Sentence 9.8.6.2.(1), which would otherwise require a landing, in situations where an approach to the stair or ramp with a safer configuration is provided.
