Application
Application 1: 
Fall protection, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], for:
  • surfaces to which access is provided, for other than maintenance purposes [see Sentence 9.8.8.1.(1)],
  • doors in buildings of residential occupancy [see Sentence 9.6.4.1.(1)], where the finished floor on one side of the door is located more than 600 mm above the finished floor, other constructed surface or ground level on the other side of the door,
  • openable windows in buildings of residential occupancy [see Sentence 9.7.1.5.(1)],
  • windows over stairs, ramps and landings that extend to less than 1 070 mm above the surface of the treads, ramp or landing [see Article 9.7.5.3.], and
  • windows in public areas that extend to less than 1 m from the floor and are located above the second storey in buildings of residential occupancy [see Article 9.7.5.4.].
Exceptions: 
except as stated in:
  • Sentence 9.8.8.1.(2), which applies to guards
    • at loading docks
    • at floor pits in repair garages, and
    • where access is provided for maintenance purposes only,
  • Sentence 9.8.8.1.(3), which applies to interior stairs of more than 2 risers and interior ramps rising more than 400 mm,
  • Sentence 9.7.1.5.(2), which applies to openable windows
    • that serve dwelling units that are not located above another suite
    • in which the only opening greater than 100 mm by 380 mm is a horizontal opening at the top of the window
    • that have their sill located more than 450 mm above the finished floor on one side of the window, and
    • located in rooms or spaces with the finished floor described in Clause 9.7.1.5.(2)(c) is located less than 1 800 mm above the floor or ground on the other side of the window, and
  • Clause 3.8.3.4.(1)(e), which applies to barrier-free design in buildings described in Sentence 3.8.1.1.(1) [see Sentence 9.5.2.1.(1)].
Application 2: 
This also applies to fall protection within dwelling units in buildings to which Part 3 applies [see Sentence 1.3.3.2.(1) of Division A for application of Part 3], as stated in Sentence 3.3.4.7.(1).

Intent
Intent 1: 
To limit the probability of inadequate fall protection at significant changes in elevation between adjacent surfaces, which could lead to:
  • persons falling, or
  • persons falling in an emergency, which could lead to delays in the evacuation or movement of persons to a safe place.
This is to limit the probability of harm to persons.
