Intent
Intent 1: 
To limit the probability that persons with physical disabilities will be unable to release a door requiring the use of both hands to operate more than one device to release the door.
Intent 2: 
To limit the probability that persons will be delayed in operating the release hardware of the door, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
