Application 1: 
Minimum thickness and material for subfloors supporting panel-type underlay or concrete topping, where joist spacing is 400 mm o.c. or less, in wood-frame constructions to which Section 9.23. applies [see Sentence 9.23.1.1.(1) for application of Section 9.23.].
Exceptions: 
except as stated in Sentence 9.30.2.2.(2), which applies to panel-type underlay where the floor finish is glued ceramic tile.

Intent
Intent 1: 
To limit the probability of an inappropriate grade or thickness of subflooring relative to joist spacing, which could lead to inadequate stiffness or strength, which could lead to an inability to resist expected gravity loads, which could lead to the failure of subfloors between floor joists, which could lead to persons breaking through flooring, which could lead to harm to persons.
