Application 1: 
Protection against precipitation ingress by cladding assemblies to which Subsection 9.27.2. applies [see Article 9.27.1.1. for application of Subsection 9.27.2.], where:
  • the number of degree-days is less than 3400 and the moisture index is greater than 0.90, or
  • the number of degree-days is 3400 or more, and the moisture index is greater than 1.00.
Exceptions: 
except as stated in:
  • Sentence 9.27.2.1.(1), which applies where it can be shown that precipitation ingress will not adversely affect occupant health or safety, and
  • Sentence 9.27.2.2.(6), which applies where
    • it can be shown that the omission of a capillary break will not adversely affect the performance of building assemblies
    • the building is an accessory building
    • the exterior walls as well as intersecting or supported floors are constructed with non-moisture-susceptible materials, or
    • the exterior walls are constructed as mass walls with sufficient thickness to minimize the transfer of moisture to interior spaces.

Intent
Intent 1: 
To limit the probability of precipitation or meltwater ingress, or an inadequate dissipation of moisture from behind the cladding.
This is to limit the probability of deterioration, which could lead to structural failure of exterior walls or elements supported or protected by exterior walls, which could lead to harm to persons.
